Agencies funded by HRSA's Ryan White HIV/AIDS Program (RWHAP) are increasingly charged with understanding and functioning within the environments of public payer programs. The CMS Strategic Plan merits attention. Really? Why?
Over the past decade-plus, Affordable Care Act health care reform expanded the already dominant role of Medicaid as a payer of HIV care. Simultaneously, Medicare as a payer for Ryan White clients has exploded as the HIV population has survived and grown older. Today, almost half of RWHAP clients are over 50. From 2010 to the present, RWHAP clients over 55 have more than doubled as a percentage of the total RWHAP patient population.
