Grant Competition

BACKGROUND: The Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, is seeking individuals to serve as peer reviewers for the Fiscal Year (FY) 2018 “Measure Development for the Quality Payment Program” grant review competition. Cooperative agreements awarded through this competition will enable CMS to assist (financially and technically) each designated entity in developing, improving, updating, or expanding appropriate quality measure(s) for use in the Quality Payment Program.  The collaboration with and support of funded entities in measure development will assist CMS in addressing such essential topics as: clinician engagement, consumer-informed decisions, critical measure gaps, quality measure alignment, and efficient data collection that minimizes health care provider burden.

WHO: For the Measure Development for the Quality Payment Program grant review, CMS is seeking clinicians and/or subject matter experts (SME) from various professions and backgrounds, who are knowledgeable and experienced in any of the following disciplines:

REQUIREMENTS: Selected peer reviewers will independently read, score, and provide timely, comprehensive written evaluative comments, and will be available to discuss all assigned eligible grant applications with their fellow panelist and chairperson.  It is anticipated that each reviewer will be assigned 5-6 applications to read, score and prepare evaluative comments.  Additionally, peer reviewer participants must also meet the following requirements:

  • Availability: This remote grant review competition is scheduled for May 29 – June 15, 2018.  Selected grant reviewers MUST be available and prepared to commit between 50–60 hours to this grant review process.  Once confirmed, grant review participants MUST be available Monday through Friday between the hours of 9:00 AM and 6:00 PM (i.e. within their local time zone) throughout the entire grant review performance period.  Reviewers are required to participate in a mandatory reviewer orientation training and all scheduled Panel Discussions.    
  • Tools: Each reviewer must have access to the Internet, a phone, a computer, a printer and have the ability to interact within the web environment.
  • Quality Review: Each reviewer must provide detailed, objective, constructive, and timely written evaluative comments for each assigned application. Comments will be used to recommend applications for funding. The final compilation of comments may also be shared with each applicant. 

CONFLICT OF INTEREST: Please remember, you are ineligible to serve as a reviewer for this grant competition, if:

  • You have assisted in the preparation of an application, regardless of financial interest in the success or failure of that application.
  • You have agreed to serve, or you have been offered a position, as an employee, advisor, or consultant on the project.
  • Your personal financial interest will be affected by the outcome of the competition, which would include any family members, employees or associates of the project applying for funding.
