Decision-making considerations for safety net providers with limited to no experience accepting third party reimbursements in adjusting to the Affordable Care Act (ACA) and its expansion of third party payers under Medicaid and private health insurance. Assessment questions include information gathering as the basis for making decisions such as development of third party payer capacity, restructuring (e.g., merger, partnerships), and  development of an action plan.
