Description

In keeping with the National HIV/AIDS Strategy (NHAS), HRSA and other Department of Health and Human Services (HHS) Operating Divisions have been tasked by HHS with working together to:

  1. Identify seven common core HIV/AIDS indicators
  2. Develop implementation plans to deploy the indicators
  3. Streamline data collection
  4. Reduce reporting burden by 20 - 25 percent

As a result, HAB will be implementing changes related to reporting content and frequency. In the next several weeks, HAB will host a webcast to provide details on plans for reducing reporting burden and outline proposed changes to the Ryan White Services Report (RSR), the ADAP Data Report (ADR) and other HAB data systems. This shift in data collection will also meet the requirements for new demographic information under the Affordable Care Act (ACA) and Meaningful Use of Electronic Records.

Timeline for Implementation

As announced on AIDS.gov, the Department of Health and Human Services expects that federal programs will implement these new data requirements for fiscal year 2014, which begins on October 1, 2013. Reporting changes are noted below.

2013 Data: RSR

There will be no change in the data content for data you are collecting in calendar year 2013. This includes the reports of 2013 data which are sent to HAB in 2014.

2014 Data: RSR

HAB expects all programs to use the new data set during calendar year 2014. This means that the data you collect after January 1, 2014 must include any new variables and does not need to include variables that have been deleted. In addition, required schema changes will need to be implemented prior to reporting in 2014. HAB understands that grantees need to modify their reporting systems, and will work with grantees to help them make this change. See the Summary of 2014 Changes to the RSR.

2013 Data: ADR

There will be no change in the data content for data you are collecting in calendar year 2013. This includes the reports of 2013 data which are sent to HAB in 2014. However, the ADAP Data Report will move from a semiannual to an annual reporting frequency. Therefore, the next ADAP Data Report will be due on April 28, 2014, instead of December 16, 2013. Client-level data for the period of January 1, 2013 – December 31, 2013 will be included in the report.

In addition required schema changes will need to be implemented prior to reporting in 2014.
