  • Standards for Health Plans in Marketplaces (e.g., no pre-existing condition exclusions, Essential Health Benefits,requirements for Qualified Health Plans that can be offered in the Marketplace, Network Adequacy Standards, Essential Health Benefits).
  • Preparing HIV Providers & Programs for Private Insurance Reforms (e.g., review of the income status of Ryan White ADAP clients; implications for when states expand and do not expand Medicaid in terms of access to Medicaid coverage, tax credits/subsidies; variations in service definitions across private plans, Medicaid, and Ryan White; an explanation of how tax credits/subsidies will work; issues around preparing Ryan White clients for tax credits, subsidies, and enrollment).
